It is almost axiomatic that a president is pathetically weak when he is easier on our mutual adversaries than European countries.
Now, it’s true that European countries or institutions can have different interests than we do, but this is certainly not the case with Iran. In fact, Iran spends a lot of effort attacking the United States, calling us The Great Satan and using proxies to attack US soldiers and interests abroad. If anything, we have a bigger beef with Iran than anybody else other than Israel–an ally.
