He’s even been caught in public events with detailed notes, that even have instructions on where to sit and what he should do. The cheat sheets have even had the faces of reporters and the questions that they are going to ask.

They had it down to “Reporter Q&A. QUESTION 1” and gave Biden the questions in advance. They agreed to do this.
