This is a bold move.
Then again, if a terrorist organization was ever going to try such a gambit in a Western country? Other than maybe Germany, the United Kingdom would be my choice for ‘best chance of a successful conclusion to the effort’ as the sympathies and priorities of officials and the judiciary in that country have been seriously in question for some time.
