The terror attack victims it commemorates are the innocents who attended an Ariana Grande concert at the Manchester arena on the 22nd of May 2017. The big event had just finished, and happy concertgoers of all ages were beginning to stream out when a 22-year-old suicide bomber detonated himself in the crowd.
