The New York Times reports on a new and “novel legal strategy” that the Office of Management and Budget director will soon deploy. Rather than go through months of process for repealing regulations — required under the Administrative Procedure Act (APA) — the White House plans to treat a massive amount of regulation as legally moot in light of Supreme Court precedents.
