Why are literacy rates for San Francisco’s black children so low and what can be done to fix it?

I don’t think I’ve ever heard of Darrell Owens before but according to his Twitter bio he’s a data analyst for a California group trying to advocate for more housing construction. Anyway, he posted something on Substack which caught my attention because of the headline.
